Teacher – Study Plan
Setting: Day Care/Childcare Centers, Head Start, Early Head Start
What is a Study Plan?
- It is a plan between the Department of Health and Mental Hygiene (DOHMH) and an individual without NYS Teacher Certification, who would like to be a Teacher in a Day Care/Childcare, Head Start, or Early Head Start Setting.
- A Study Plan shows a commitment to meeting the requirements for NYS Teacher Certification, while working as a Teacher in a classroom.
- There are 3 types of Study Plans.

Associate's Degree in Early Childhood Education (Teaching experience included) |

0 or more undergraduate college credits AND 1 year paid classroom experience with children up to 3rd grade |

Bachelor's or Master's Degree in Early Childhood Education or a related academic subject but not NYS Certified AND Lacks the required DOHMH course: A one-semester course in instructional methods and materials including instructions in teaching the basic skills, at least one of which shall be on the pre-kindergarten or kindergarten level. |
Approval of a Study Plan depends on:
- Supervision by a qualified educational director
- Supervision/in-service training plan submitted by the Director/Educational Director for the candidate
Requirements must be submitted to the DOHMH or follow ACS/ACD or ACS/Head Start procedures:
- Proof of current enrollment in an accredited college
- Written approved study plan in early childhood/elementary education from an accredited college
- A letter of commitment signed by the candidate to complete outstanding course work requirements
- Proof of completion of 6 college credits per year
