Cardinal McCloskey Community Services (CMCS), a not for profit social service agency, has been making a difference in the lives of abused and neglected children, at risk families and adults with developmental disabilities, and children in our Head Start program with the hope of a brighter future with community based services.

Position Summary:  The Director of ERSEA/Recruitment will monitor all sites for eligibility, recruitment, selection, enrollment and attendance.  The Director will work with staff including the Director of Recruitment to ensure ERSEA compliance.  They will work closely with the directors and staff to ensure that all Head Start, Universal Pre-Kindergarten, Early Learn and any other funding source regulations and guidelines are followed.  The Director will provide high quality and comprehensive training and guidance for all staff members.

Responsibilities:

Position Responsibilities:

  • Interpret and apply Federal, State and City (DOHMH & DOE) regulations and stature, and policies appropriate to program activities as it relates to ERSEA.
  • Work with directors to discuss compliance areas and any concerns if necessary.
  • Review children’s files and program records for ERSEA compliance.
  • Travel to sites to review files and provide technical assistance and training to all staff on ERSEA requirements.
  • Work closely with finance to verify enrollment and fees for families.
  • Work with Component staff to review/update Policies and Procedures for approval by the Policy Council and Governing Board.
  • Submit monthly reports as needed and or requested; track and maintain enrollment levels, develop such reports as “Program At a Glance” and “Enrollment Tracking”
  • Develop in collaboration with staff any ECED corrective action plan as well as support sites in development, review and approval of site specific corrective action plans
  • Review information for accuracy and enters such information into required data bases such as, but not limited to, the HS Enterprise System (HSES) and CAP 60
  • Reviews information for accuracy and analysis of strengths, needs and trends as well as makes recommendations for improvement

Qualifications:

Essential skills, experience, licensure, certification:

  • Bachelor’s Degree preferred
  • Knowledge of Head Start Performance standards
  • Excellent written and oral skills
  • Excellent computer skills, including extensive knowledge of Microsoft Office, Excel and development of spreadsheets.
  • Familiarity with enrollment data base systems
  • Ability to do analysis and determine strengths, gaps and trends
  • Must exhibit discretion & confidentiality in all aspects of the position
  • Must possess the ability to make procedural decisions and prioritize work schedules

Valued but not required skills and experience:

  • Experience in Early Childhood Education
  • Strong leadership skills
  • Familiarity with CAP 60 and HSES
