Description:

The Senior Program Director for Early Childhood Center-Based Programs is responsible for overseeing the design, management and implementation of the agency’s NYC Department of Education-funded (ELNYC) and private tuition-based programs, following New York City Department of Health and Mental Hygiene regulations, Head Start Performance Standards, and all applicable regulations including fiscal oversight and management. The ideal candidate with have experience coaching and mentoring management-level staff, ensure quality performance and outcomes, and fully embody the agency’s mission.

Responsibilities:

·         Oversee all aspects of the programs’ management and execution of the Settlement’s overall vision for Early Childhood Education

·         Supervise, coach and mentor Program Directors to enhance leadership and management skills

·         Oversee the programs’ compliance with all applicable regulations and grant management standards

·         Provide technical assistance and support to Program Directors on program assessments, self-assessment, program planning, budgeting and HR management

·         Oversee all fiscal responsibilities for programs that include budget development, budget analysis, and the monitoring of budget expenses

·         Ensure adherence to all required reporting including refunding applications, contract renewals, progress reports and self-assessment

·         Ensure systems are in place to respond to all necessary service and management obligations as per program requirements

·         Work collaboratively within the Early Childhood Division and across the Agency with all administrative departments

·         Collaborate with Director of Program Evaluation to support the programs’ use of data to inform instruction

·         Lead monthly management team meetings and program planning meetings

·         Support the implementation of the Policy Council and Parent Association

·         Oversee facilities compliance with all applicable regulations and work with facilities manager to address any facility issues

·         Work with the IT department in addressing and meeting the needs of the programs for IT support & equipment

·         Oversee the preparation for audits and program reviews

·         Work closely with the grant writing team to write grants as required for contract renewal, program expansion and quality improvement

·         Identify new initiatives to enhance existing programs or start-up new programs

·         Active leadership and participation in Settlement-wide activities and policy initiatives as member of the Senior Program management team

·         Other duties as requested by supervisor

Qualifications:

·         Master’s degree in Early Childhood Education or equivalent and NYS teacher certification preferred; experience in Business Administration, Social Work, , Psychology, Human Services

·         Five to ten years of experience in supervision and administration

·         Knowledge of and experience with Department of Education Early Learn, DOHMH, Head Start Performance Standards, and UPK regulations required  

·         Knowledge of and experience with labor unions in particular DC 1707 Locals 205 and 95

·         Must have experience in early childhood management

·         Proven track record of strengths-based leadership and coaching in early childhood settings required

·         Must have excellent computer skills with knowledge of Microsoft Excel, Access and Word

·         Must have excellent writing and communication skills
